Sir,
I am directed by the Minister of Munitions to refer to your letter No. 22277/1916, dated 15th May, transmitting a copy of a telegram from the Governor of Hong Kong relative to the exportation of groundnut oil not produced in the British Empire, to Siam for local consumption.
2. Mr. Lloyd George sees no objection to the Governor being given general authority to allow such exportation, under satisfactory guarantees as to use in Siam, nor to the transhipment of any oil exported from French Indo-China under permit of the French Authorities.
